The corona virus broke out in Wuhan, China in December ۲۰۱۹ and quickly spread around the world. The corona virus has shown how the world is not surprisingly ready for an epidemic. Although efforts are being made to maximize the capacity to build resources and equipment, demand still outstrips supply, raising significant ethical concerns, including limited resource allocation, equipment, and medical staff. An important question that arises is how and on what basis do patients prioritize the right of access to health care when resources and equipment are scarce? In this review study, studies conducted from December ۲۰۱۹ to October ۲۰۲۰ were searched by keywords in the PubMed electronic database, Google Scholar. A total of ۵۳۳ related articles were found. ۴۲ articles were identified based on the title of this study. Finally, ۱۹ main articles based on inclusion criteria: Existence of three keywords: resource allocation, medical ethics, and cuvette. The study examined the challenges and ethical recommendations in the face of scarcity of resources and equipment during the corona virus epidemic and access to the full text of the articles with respect to time constraints. Criteria for excluding articles from the study are: Abstracts without text and the absence of one of the keywords in the text of the article was selected. The growing number of people in need of medical equipment and care, including intensive care during the Covid epidemic, highlights the need to think about justice and set ethical standards for allocating limited resources. The studies examined the effective role of practical experience, clinical evidence, and ethical principles in allocating scarce resources during the Covid ۱۹ epidemic, ethical frameworks, and prioritization decision criteria for resource rationing. Among the most widely used prioritization criteria are current medical condition, medical history and comorbidity assessment, life expectancy assessment, years of life expectancy after recovery, system based on maximum life-saving benefit, the largest number of people with the highest quality life years, Noted the social value and trend of the underlying disease symptoms. For patients with similar conditions, the use of random distribution such as lottery as well as avoidance of discrimination based on race, age, gender, religion, disability and social status was used. The results of the studies showed that although there are frameworks and guidelines at the level of each country, the existence of differences in the frameworks themselves causes confusion and the widespread need for a harmonized and integrated ethical framework at the international level in Lack of resources, equipment and manpower is felt during an epidemic. The main purpose of creating these frameworks is for the treatment team to act on the front lines of the crisis without confusion. It should also be noted that the rationing of medical resources and equipment can only be justified if all aspects of access to resources are weighed and in the event of a crisis, deficiencies as well as the feasibility of safe transfer to other hospitals are carefully assessed
