خلاصه مقاله:
In order to join the camp of developed nations, Iran has no alternative but to set up required infrastructures and implement a host of infrastructural and developmental projects. In view of availability of huge oil and gas reserves in Iran and the key role these resources play in the development of the nation, the oil, gas and petrochemical industries allocate over US00$$ billion of the total investment stipulated in the fourth and fifth development plans to themselves. Such huge projects require proper and accurate project procurement management processes. Adherence to standards compiled in this area may serve to be one way for the suitable and right management of project procurement, however, a review of PMBOK project management standard in the area of procurement reveals the very fact that in this standard, project procurement management processes have been designed regardless of the role that individuals play and this issue may impede implementation of ppm in the actual environment. With refer to PRINCE2 methodology, and realize that this methodology addresses the role of individuals in a given project. However, it lacks any approach to the project procurement management. As a result, in the course of a qualitative-descriptive research work, we have initiated to improve and of course optimize project procurement management within a framework that brings together the advantages of each one of these references. Next, we have considered the opinions and views of a number of experts in the area of project procurement to validate and improved the framework, hence, facilitating its implementation in the actual environment.
