Governments are trying to create economic stability in the country, they are also seeking to increase GDP and reduce unemployment. Business environment is a critical factor to achieve it in the countries. Business environment includes a set of factors that affect the firm s performance, but the manager cannot easily change it. ICRG Indicators, the Economic Freedom and Business Income Index are among the most detailed indicators that examine the status of the business environment in different countries. Get it in the ease of doing business index, published by the World Bank almost since 2004, it fully examines the licensing process in different countries and ranks countries. According to the World Bank s 2018 report, Iran has a score of 56.48, the report states, in particular, modification and simplification of regulations will slow down. As a result, if the business environment can be improved, it simplifies and improves the procedures and rules for obtaining permits, businesses that operate in the informal economy enter the formal economy and allow them to be applied. There are official sources for expanding their production activities, which will reduce unemployment.
