Mega-Projects in the world specially in developing countries have largely been criticized in the past two decades due to top-down planning and design frameworks and lack of participation of the targeted beneficiaries which have led to misplaced interventions conflicting to the needs of people. In addition, post-implementation of many urban development initiatives and strategies, have culminated to problems soon after their conclusion. These failures have led to numerous authors and researchers advocating for a new paradigm shift focusing on participatory approaches in planning and design strategies.This article addresses an introduction and necessity of a model for influential public participation (PP) for Mega-Projects (MPs) design and planning. To aiming this subject, the study focuses on theoretical study and study planning and design approach of the Bagh-e Ketab in Tehran, Iran. Analysis this case study, which will be based on process review and will try to make a conclusion that how this MP planning and design follow theoretical study. This can be useful to distill a generalizable approach in future studies that could be broadly applied elsewhere, specially a model for Iranian context. The resources that will utilize for dissertation are the existing scholarly and professional literature on topics of relevance to study and the experience and insight of urban managers, academic centers and private companies in Tehran.
