Background and Aim : Civilization rights charter, article 3 and 91 express that women, especially vulnerable ones, have access right to health care facilities and socioeconomic supports. The important thing is each drug user, due to her drug using, never should be deprived of her human rights. The purpose of this study was to investigate the status of addicted women as vulnerable people and their rights, answering these questions: first, is there a difference between the addicted women and men in enjoying civilization rights, second, if so, what solution can be made to solve it Methods : The method used in this paper is descriptive and analytic, and uses the variable of addicted women to examine their rights of this group.Results : The findings of the study include the followings: 1) Because of women s cyclic hormonal alterations during every month, there are fluctuations in drug temptation severity which are manifested with a sinusoidal rhythm. Comparatively, it is opposite to men s drug temptation characteristics which is monotone during monthly periods. 2) Telescoping (time needed to converting first time use experience to daily using and dependency) in women drug use severity is faster and shorter than men (3-3.6 years for men versus 0.3-2.5 years for women). 3) Compare to men, women drug treatment basically and firstly is not for themselves and their health but mainly for other reasons: for example, family establishment, fetus and infant health (in pregnant women and mothers), and HIV prevention (in sex workers) 4) There is less social support for women drug users than men. Conclusion : There is a masculine Meta narrative in treating addicted women which ignores gender differences in tailoring treatment program for drug user women. So, it is a civilization right of addicted women to enjoy gender sensitive treatment programs. In addition, due to lesser extent of social support for addicted women; necessarily it is needed to insert a positive inequality in national drug policy for women so that they can enjoy civilization rights which should be considered by both governmental and non-governmental organizations at the time of and after treatment
