This paper presents a low voltage and low power (LV/LP) programmable operational transconductance amplifier (OTA) using with FGMOS inverters. The proposed OTA operates under a 1-V supply voltage. The proposed OTA is suitable for using in low power and low voltage application .This OTA has a 207MHz unity gain frequency and 91 degree phase margin.THD of the proposed OTA is equal to -50dB with 300mVP-P signal swing. For evaluation of the proposed OTA, we are designed a biquad filter, also. The designed filter has a tuning rang of frequency from 100 kHz to 1MHz. The designed filter has a 80μW power consumption. The proposed OTA and biquad filter are designed using TSMC 0.35 μm CMOS technology
