This essay examines the effectiveness of international laws in fostering cooperation between mother cities, also known as metropoles. While these laws have played a crucial role in strengthening such connections, challenges and gaps still exist, particularly those linked to enforcement and interpretation. The study includes an overview of international laws and mother cities, an analysis of their evolution, and a discussion on the current state of affairs. Existing literature is reviewed to summarize key findings, identify gaps, and underscore the significance of these studies to the field. The effectiveness of international laws is evaluated through positive and negative impacts and external influencing factors. The essay also addresses the challenges faced in implementing these laws and offers recommendations for future actions. Conclusively, the broader implications of the findings and their potential impact on global urban development and governance are explored.
