The fourth revolution was the product of the use of computers and telecommunications in the information field of the world and led the world after the industrial revolution in the ۱۹th century to the age of information renaissance in the third millennium. With the spread of information technology (IT), the economy and politics were affected by information, and information was used as a commodity to serve people so that a new citizenship system was formed based on information society, although the use of this tool was institutionalized in the daily life of citizens. Information technology includes various things such as the use of computers, telephones, radio, television, satellites, including research and meteorology, books and archive files, etc. About four years ago, the IT industry received the attention of Iranian officials and little by little private companies also started activities alongside the public sector, but the strong presence of the government in the IT industry did not meet with a warm response from independent experts. They believed that government IT prevents the emergence of creativity and therefore once again reviewed the three theories of the society involved in information technology in the field of conflict, based on these theories, the information society consists of the user society, the supplier society, and the society. An industry has been formed. In the community of users, technology leads to use and ultimately leads to the production of added value, government critical theorists should invest in this sector to educate users, but in the sector of the supplier community that supplies and supports the equipment, as well as the industrial community that They produce the necessary hardware and software, they want the government not to interfere.
