Connection of HVDC link to traditional power network, due to their interesting features like improvement of voltage stability margin, is extended in recent years. On the other hand, decoupling of network to separated islands is one of remedial actions to maintain continuous operation of system and prevent blackouts. However, they impose new concerns for system operators. Monitoring of power network is more important and difficult in such conditions. Therefore, arrangement of PMUs should be accomplished to maintain full observability of network in such conditions. In this paper, Optimal PMU Placement (OPP) is done to obtain full observability of network considering presence of HVDC links and their voltage stability requirements in normal and islanded operations. Binary Integer Linear Programming (BILP) is used as solver algorithm. OPP is tested on IEEE 14-bus test system and influence of HVDC installation and intentional islanding are studied on the number of required PMUs. Finally, different contingencies consist of single PMU failure, single line outage and occurrence of simultaneous events are studied and presented in the paper.
