As a major infrastructure in economy, transportation may be used as a criterion to measure the development of the countries. Thus, a key issue is to decrease the frequency of traffic accidents using the safety management of transportation system. Understanding the traffic accidents’ process and their causes is the first step in controlling the crashes. Traffic accidents as random and multi-reason phenomena root in the lack of equilibrium between the system’s components. The causes of the accidents are divided into 3 major groups: human related, environmental related and vehicle related causes. Human related causes are more effective in the occurrence of traffic accidents compared to other two causes. Moreover, other factors may have effects on the human factors. Hence, due to the complex nature of traffic accidents, Multi-Criteria Decision-making(MCDM) methods can be applied. In this study, ANP method is implemented to evaluate the interaction of human, environment and road related parameters in occurrence of traffic accidents. Also urban accidents in Hamedan (I.R.Iran) city in a three-year period from 2011 to 2013 were used as a case study.
